Program Background

Poverty Alleviation and Comprehensive, Inclusive and Adaptive Social Protection (PROAKTIF) is a new three-year partnership between the Government of Australia and the Government of Indonesia, to strengthen Indonesia’s social protection policies and systems. A central feature of the program is that it provides support to the Secretariat of the National Team for the Acceleration of Poverty Reduction (TNP2K), a policy think tank which provides evidence-based policy advice and coordination across a range of GoI ministries and agencies. This longstanding partnership has contributed to Australia and Indonesia’s joint goals to address poverty and inequality and reduce barriers to inclusive economic growth.

PROAKTIF has two outcomes that emphasize Australia’s intent to support and empower the TNP2K Secretariat over the next three years: 1) TNP2K makes an effective contribution to reforming and improving poverty alleviation programs in Indonesia, and 2) Enabling facility optimises TNP2K performance, including in the promotion of GEDSI and performance monitoring.

The Role

The Senior Policy Operation Specialist will support the work with the Coordinator of Policy Operation Team in the operation of poverty reduction related policies, not limited to social protection, economic capacity, and empowerment policies. The position will be responsible to coordinate closely with the team and unit within TNP2K and supporting relevant ministries regarding the development of poverty reduction program policy, including translating program reform initiatives into technical implementation.

About You

It is expected that the successful candidate will possess the following:

Education and experience:

• Master’s degree in economics, social sciences, development or related studies with 10 years of experience in related field
• Demonstrated analytical & conceptual skills and aptitude for learning the latest scientific/evidence-based approaches to poverty reduction policy especially in the developing country settings.
• Demonstrated knowledge and experience in GoI policy making process, including familiarity with institutional arrangement and regulatory framework.
• Extensive experience in various poverty program development and reform, closely related to government vision and mission is desirable.

Technical Skills:

• Demonstrated skills in strategic and analytical thinking related to poverty reduction issues.
• Demonstrated skills in developing implementation mechanism relating to poverty reduction policy.
• Demonstrated ability to successfully deliver outputs similar to the ones of this position.
• Good understanding of Indonesia’s poverty reduction issues, strategy, policies, and programs.
• Proven excellent presentational and writing skills, including working with time constraints in the preparation of high-quality documents.

Interpersonal Skills:

• Demonstrate strong interpersonal skills, including to effectively communicate internally / externally, share information with colleagues, clients and the management; provide prompt and quality response to client requests.

Teamwork Skills:

• Dedication to work in teams.
• Able to work very effectively with a range of government agencies, development partners (including donors, multilateral agencies, and non-government agencies).

Time management skills:

• Ability to prioritize and manage time efficiently.
• Can handle multiple tasks effectively and coordinate a team to meet deadlines.
• Ability to manage uncertainty and adjust to a changing work program.

Language Skills:

• Fluent in written and spoken both Bahasa Indonesia and English.

Other Requirement:

• Willing and able to travel for work.

Remuneration
The remuneration level at which the position is engaged is Locally Engaged Staff and will be based on the successful candidates’ relevant skills and experience. This is a fixed-term position.
