UABOS: Turkey - Environmental/ Technical Order/ Safety TechnicianJob Description
Implements health, safety and environmental policies, procedures and guidelines for the employee and department safety. Creates incident reports and performs inspections to ensure conformity in all areas of HSE. Interacts with services personnel, clients, subcontractors, and regulatory agencies to research and interpret standards, codes and regulations. Determines requisite for and organizes audits of company operated properties. Keeps informed of regulatory requirements and auditing standards. Assists in development and implementation of systems and standards to facilitate the capturing and analysis of HSE statistics. Under direct supervision, performs routine assignments as an entry level professional. Develops core competencies with existing procedures by solving standard problems.
6.10.5. Environmental/Technical Order (T.O.)/Safety Technician (Mandatory AN). Shall have experience working with transportation environmental issues. Shall be familiar with Air Force and Host Nation hazardous material and waste management procedures, to include application and disposal. Shall manage and maintain T.O.s and publications library. Shall have experience with Industrial Shop Safety Programs, Occupational Safety, and Health Standards.
6.10.5.1. Experience. Shall have two years’ experience as a Hazardous Waste, T.O. and Shop Safety Monitor.
6.10.5.2. Education. Shall possess a High school diploma or equivalent.
7.2 SAFETY PROGRAM (Izmir AS, Turkey) The contractor shall:
a. Develop, implement and manage the 425 ABS safety program.
b. Train personnel IAW AFI 91-202, AFMAN 91-203, applicable USAFE and IAS supplements and current AFOSH standards. The contractor shall complete required inspections.
c. Prepare an Izmir Annual Safety Inspection (RR).
d. Provide safety training to all supervisors.
e. Ensure the availability of occupational safety and health guidance to unit personnel.
f. Maintain a safety management continuity book.
g. Ensure personnel are provided a safe and healthful workplace. Post AFVA 91–209, AFOSH Visual Aids in conspicuous locations.
h. Ensure personnel receive safety management training and task qualification training needed to perform weekly spot inspections. Assist with safety inspections conducted by outside organizations.
i. Conduct and document annual safety inspection results.
j. Monitor open safety deficiencies until completion of corrective actions.
k. Complete USAFE Form 281, Supervisor’s Report of Mishap, to collect and report mishap data. The contractor shall forward completed copy to the 39 ABW Safety Office within 5 duty days of property damage, on-duty/off duty military, and on-duty DoD civilian mishaps.
l. Establish and maintain written mishap notification procedures. Assist in investigating and reporting mishaps.
m. Monitor the unit’s hazard reporting program and assist in hazard investigations. The contractor shall coordinate results with a qualified Safety, Fire, or Health representative for the assignment of a Risk Assessment Code and the monitoring of corrective actions.
n. Ensure availability of AF Forms 457, USAF Hazard Report. Forward completed forms to 39 ABW/SE.
o. Immediately notify 39 ABW ground safety personnel of mishaps and accidental occurrences.
p. Provide local driving conditions training to newcomers before POV licensing.
q. Promote vehicle safety programs and monitor the safe operation of government vehicles in coordination with Vehicle Control Officer.
r. Provide Course III Traffic Safety Training to all first-term Airmen in accordance with AFI 91-207, USAF Traffic Safety.
s. Monitor two-wheel vehicle registration and training.
t. Provide seasonal and special event safety briefings during monthly Commanders Call.
u. Maintain ALSAFECOM messages and document actions taken.
v. Ensure the availability of protective equipment and personal protective equipment.
