Currently, we are seeking a dynamic person to take on the role Procurement Governance Director based in KSA- Al Khobar.
Objective:
To Lead the Procurement Governance department and act as its senior representative on a corporate level. Integrate Procurement policies, guidelines, processes, and procedures throughout the organization. In addition, Directs and leads the implementation of major changes in standards, processes and in close collaboration with the CPO and management board. Acts as an Ethics and Compliance Officer in the field of Procurement.
General Responsibilities:
Lead multiple teams of lower-level executives, directors/senior managers, and managers.- Develop short to long-term (1-5 years) plans for optimizing the organization, function, or job-family and the talent required to execute strategies.
- Lead and manage the Procurement Governance department, manage the budget and financial aspects for Procurement function at corporate level.
- End-responsibility for risk management activities performed within the Procurement function
- Senior management liaison for Finance in the field of spend management, procurement performance.
- Extensive contact and negotiating with other departments and 3rd parties with conflicting objectives.
- Ensure compliance of the entire Procurement function according to corporate standards, policies and guidelines.
- Drive corporate standardization, supporting key stakeholders
Qualification:
Bachelor’s degree in Procurement, Materials Management, Supply Chain Management, Finance, Economics, Industrial Management, Industrial Engineering, Operations Management, Business Administration, Purchasing and Logistics Management or equivalent. (Mandatory)
A master's degree in any of the above fields is preferred backed up with strong professional experience (Preferable)- Professional certification (e.g., CIPS or in field of SCM). (Preferable)
- 10+ years of experience in materials management, procurement, forecasting or planning, 5+ years of supervisory experience in an international environment.
Knowledge & Skills:
Proven experience in successfully leading negotiations of large volume, high impact and with large degrees of complexity.- International large-scale project management experience
- Knowledge of Arabic highly desirable.
- Comprehensive working knowledge of various procurement processes including products & service sourcing, supplier selection, pricing/terms negotiation, order processing, contract administration, supplier performance management, and strategic sourcing.
- Strong knowledge of industry standards pertaining to procurement processes, policies, systems and ethics.
- Sound knowledge and understanding of KPI’s, Supply Chain best practices/ techniques.
- Accounting Ratios used in Financial Statement Analysis, and Project Management Principles.
- Facilitate strategic decision making related to ethics and governance subjects.
- Leadership skills and ability manage staff.
- Strong decision making and problem-solving skills.
- Excellent communication skills.
- Ability to lead change processes.
- Experience in managing P&L.
- Communication and presentation skills.
