Organizational Context

Livelihood and basic needs programming has a long history in the International Federation of the Red Cross network globally, and Red Cross Red Crescent partners have implemented a variety of livelihood solutions across all regions of the world over the years and continue to be recognized as one of the largest providers of emergency livelihoods amongst humanitarian actors. The livelihoods capacity in the Americas began as part of the Pan American Disaster Response Unit to support actions and develop the necessary work through the analysis of the impacts of natural hazards in the region, a network of Livelihood Coordinators has been supporting regional actions at cluster level, the livelihoods Sector is part of the Disasters, Climate and Crisis Prevention, Response & Recovery (DCCPRR).

The IFRC country office in Venezuela, together with the Venezuelan Red Cross, has incorporated different activities to support livelihoods in the country since 2018, with actions to support food security, the restoration and strengthening of livelihoods. In addition, it has incorporated livelihood recovery actions in response to emergencies generated by floods in the country during 2022.

Job Purpose

Provide technical advice on livelihoods and basic needs, with emphasis on improving community resilience and climate-smart programming in the activities carried out by the IFRC Venezuela country office. Support the country office and the Venezuelan Red Cross during the Disaster Preparedness, Response and Recovery phases. A key element of this consultancy is to support the implementation of actions in response to the floods in Venezuela, specifically in the Livelihoods Recovery component. For this it should support the implementation and technical quality of:

  • Assessment and diagnosis of livelihoods with an environmental approach in at least four communities.
  • Elaboration of four climate-smart livelihood projects at the community level.
  • Elaboration of a case study

Job Duties and Responsibilities

Objective: Support the IFRC Country Office in Venezuela and the Venezuelan Red Cross in the activities and actions of recovery, strengthening, diversification of livelihoods with a climate-smart approach between June and October 2023.

Priority n°1: Implement the actions of the flood response in Venezuela in its Livelihoods component.

Priority n°2: Support the Country Office in the identification and formulation of climate-smart livelihood initiatives.

Priority n°3: Provide technical support in the formulation of DREFs, EAs or other technical documents for emergency response or preparedness.

Priority n°4: Support capacity building at country office and Venezuelan Red Cross level (capacity building to support and increase national staff, development of tools and training).

Education

Bachelor’s and master’s degrees or equivalent professional qualifications in in relevant subject: Humanitarian assistance/development studies with focus on food security and nutrition, agriculture or agronomy, agricultural economics.

Experience

4 -5 years’ Livelihoods and basic needs technical support, project management and/ or implementation experience (may include private sector).

4 – 5 years’ experience in working for a humanitarian aid organization in an upper middle-income and developing countries.

4 to 5 years’ experience working in the Americas Region.

Experience with development of Livelihoods and basic needs tools and guidelines within the region.

Experience in evaluation and formulation of climate-smart livelihood projects.

Able to work and coordinate with different levels of stakeholders in countries and across the region. Representation experience with government, UN and non-government agencies/representatives preferred.

Experience in drafting project proposals, preparing budgets and drafting narrative and financial reports working with institutional and high-profile donors.

Experience with preparedness and emergency response preferred.

Experience of managing and coaching teams in multi-faceted projects, including recruiting, mentoring, coaching, training and building the capacity of national and local staff and volunteers

Knowledge, Skills and Languages

Must be fluent (spoken and written) in Spanish.

Fluency in English, French and Portuguese and any other official language of the Red Cross Movement will be highly regarded.
